Discuss the recent notification of central govt. about cattle rules? Why there is huge cry on the issues? Justify your answer.

The recent notification of central govt under prevention of cruelty to animals ( regulation of livestock market ) rules 2017 are:

  • They do not ban slaughter of cows or cattle and these rules do not prevent anyone from eating beef.
  • They seek inter –alia o regulate the sale and slaughter of cattle and certain other animals.
  • Background:
  • Supreme court in 2014 , a case was filed by gauri maulekhi v\s union of india and others- passed an order in 2015 to frame guidelines to prevent animals from smuggling .

It also constituted a committee to suggest solution to stop cruelities perpetrated to animals.The animal welfare of India prepared a draft.

Thus the purpose of these rules are not some sinister plot to push through a communal agenda but merely to comply with the direction of S.C.It is plain that the attempt was only to prevent those atrocities done to
animals.

There is huge cry on the issues due to following reasons:

  • Lack of clarity of the notification.
  • Political propaganda by some narrow minded politicians for their vested interest.
  • Varied perception among the citizenary about the rules.
  • Manipulation of rules by some to create bad ideology in the context of religion.

Thus in a diverse culture like India blind manipulation of the ideologies in the context of religion is a major hinderance for achieving the egalitarian society mention in our constitution. It should be tackled with stern enforcement of law.
