News : Coaching centres as “undesirable” - Administrative Reforms Panel (ARC)

The panel, in its report on ‘Refurbishing of Personnel Administration’ , has strongly favoured direct postschool recruitment to “tap much bigger resource pool of talent than that is available under the present system of recruitment”. 

Describing coaching centres as “undesirable” , the panel headed by M Veerappa Moily said in its report that these institutes that have mushroomed all over the country “tend to create stereotypes which ultimately thwart intelligence and analytical abilities essential for civil service.” 

As a large number of candidates from these coaching classes are selected, the civil services get burdened with “unsuitable candidates who become a lifetime liability” , it said. 

The argument by some educationists in favour of a degree as the basic qualification was evolved at a time when standards of school education were not as high as they are now, it added. However, one argument the panel cited against post-school recruitment is that students in rural and urban areas do not receive the same quality of education.
